ST. LUKE SCHOOL PARENT-TEACHER ORGANIZATION (PTO) BYLAWS ARTICLE 1- OFFICERS AND THEIR DUTIES
SECTION 1. The following are the Officer positions of the PTO and their respective duties: 1. President The President is the senior officer of the PTO and is responsible for pursuing the objectives of the PTO in accordance with the Constitution. He or she presides at all general membership meetings and PTO Board meetings. The President shall consult with parents, faculty, the Principal, and the Pastor on matters pertaining to the PTO. The President appoints the chairman of each standing committee and any special committee and is an ex-officio member of all committees. The President, along with the treasurer, will oversee the management of the PTO funds. The President or their designee is the official PTO representative on the Parish Council. 2. Vice President The Vice President is the second senior officer of the PTO and is responsible for pursuing the objectives of the PTO in accordance with the Constitution. The Vice President assumes the duties of the President when the President is not present or in the event the President resigns. The Vice President is responsible for parent participation and any volunteer or enrichment committees of the PTO. 3. Secretary The Secretary is responsible for the administration and organization of the PTO. This includes communications, nominations, bylaws, and evaluations/surveys to and from members and the community. The Secretary is responsible for any committees established to support the administration and organization of the PTO. The Secretary is responsible for recording the actions of the PTO in general membership meetings and in PTO Board meetings. 4. Treasurer The Treasurer is responsible for all financial functions of the PTO. The Treasurer will oversee the accounting and management of PTO funds with the school business manager. The Treasurer is responsible for any committees established to support the financial functions of the PTO. The Treasurer shall maintain accurate accounting for all PTO funds and shall report to the PTO Board on a monthly basis or more frequently if requested.
ARTICLE II - COMMITTEES SECTION 1. The standing committees of the PTO are as follows: 1. Cultural Arts The purpose of the committee is to provide PTO support to the faculty, parents and students through academic enrichment and cultural arts activities. On an annual basis the committee shall confer with the faculty and administration to determine appropriate enrichment activities to be funded by the PTO. The committee consists of a chairman and members from the general membership. The committee reports to the Vice President of the PTO Board. 2. Fundraising The purpose of the committee is to plan, implement and evaluate fund-raising strategies on an annual basis. The committee consists of a chairman and other members from the general membership. The committee shall track the various fundraising activities throughout the year and report their progress monthly. The committee reports to the Treasurer of the PTO Board. 3. Nominations/Bylaws The purpose of the committee is to prepare and submit election procedures to the PTO Board and to solicit and identify candidates for PTO Board membership and to monitor and review the bylaws on an annual basis to insure compliance with the objectives of the PTO. The committee is to be appointed by the President and is to consist of a chairman and three other members, at least one of which must come from the membership at large. The committee reports to the Secretary of the PTO Board. 4. School Improvement The purpose of the committee is to develop long-range financial plans as well as school improvement plans as guidelines for the PTO. The committee consists of a chairman and other members from the general membership. The committee reports to the President of the PTO Board. 5. Social The purpose of the committee is to provide opportunities for social events for the school and parish families. The committee shall plan and implement social activities throughout the school year sometimes working with the SCA. The committee consists of a chairman and other members from the general membership. The committee reports to the Vice President.
SECTION 2. Standing Committees may be instituted by request of the President or other members of the PTO Board. Institution of a Standing Committee requires a two-thirds (2/3) approval vote of the PTO Board. Standing Committees can be dissolved by a two-thirds (2/3) approval vote of the PTO Special Committees shall be established by the President, as needed, to satisfy the duties of the PTO or to execute programs approved by the PTO Board. Special Committee authority expires at the end of each school year unless extended by a simple majority vote of the PTO Board.
SECTION 3. All Committees shall meet as often as necessary to carry out their duties. A quarterly summary or an after action report must be submitted by every special committee to the president of the board.
ARTICLE III - RULES The PTO Board shall use Robert’s Rules of Order for meeting procedures.
ARTICLE IV - ELECTIONS SECTION 1. The President shall name the Nominating/Bylaws Committee each year. In the event of a board vacancy the Nominating/Bylaws committee shall present candidates to the PTO Board to serve the remaining in of the position. The PTO Board shall vote on a slate to include at least one candidate and no more than two candidates for each vacant position. SECTION 2. The Nominating/Bylaws committee shall recommend election procedures to the PTO Board on an annual basis. SECTION 3. The PTO Board must approve and publish the election procedures that provide a fair and equitable opportunity to all members to run for elections and to cast their vote for PTO Board elections. The PTO Board is not bound by the procedures recommended by the Nominating/Bylaws committee. Election procedures must by published at least forty-five (45) days prior to the election. SECTION 4. The Nominating/Bylaws committee shall solicit, identify, and recommend a slate of candidates for annual elections. At least one candidate and no more than two candidates shall be advanced for each vacancy. SECTION 5. PTO Board shall publish the slate of candidates recommended by the Nominating/Bylaws committee not later than thirty (30) days prior to the elections.
